    (b) The General Accounting Office shall submit the report required under paragraph (a) of this section no later than 60 days after the enactment of this Act. This Act may be cited as the "Department of Homeland Security Appropriations Act, 2004".

    Inserted: Section 835 of the Homeland Security Act of 2002 (Public Law 107-296; 6 U.S.C. 395) is amended--

    Inserted: (1) in subsection (a), by inserting before the period ", or any subsidiary of such an entity";

    Inserted: (2) in subsection (b)(1), by inserting "before, on, or" after "completes"; and

    Inserted: (3) in subsection (c)(1)(B), by striking "which is after the date of enactment of this Act and".

SEC. ____. CLARIFICATION OF PROHIBITION ON CONTRACTING WITH CORPORATE EXPATRIATES.

Section 835 of the Homeland Security Act of 2002 (Public Law 107-296; 6 U.S.C. 395) is amended--
