Add at the end (before the short title), the following new section:
Sec. 7__. Of the amount made available under the heading “ANIMAL and PLANT HEATH INSPECTION SERVICE--Salaries and Expenses”, $15,000,000 shall be used by the Secretary of Agriculture to carry out sections 454 and 455 of the Plant Protection Act (7 U.S.C. 7783, 7784).
