The amount appropriated by title III under the heading "Office of State and Local Government Coordination and Preparedness" for State and Local Programs is increased by $530,000,000, all of which shall be made available for discretionary transportation and infrastructure grants and shall be for port security grants pursuant to the purposes of section 70107 (a) through (h) of title 46, United States Code. Such amounts shall be in addition to the amounts otherwise made available by this Act for such purposes wherever appropriate
