Inserted: (a) Availability of Amount.--Of the amount authorized to be appropriated by section 201(2) for research, development, test, and evaluation for the Navy, $5,000,000 shall be available for Program Element 0604503N for the design, development, and test of improvements to the towed array handler in order to increase the reliability of the towed array and the towed array handler by capitalizing on ongoing testing and evaluation of such systems.
Inserted: (b) Offset.--Of the amount authorized to be appropriated by section 201(2) for research, development, test, and evaluation for the Navy, the amount available for Program Element 0604558N for new design for the Virginia Class submarine for the large aperture bow array is hereby reduced by $5,000,000.

Mr. REED submitted an amendment intended to be proposed by him to the bill S. 1042, to authorize appropriations for fiscal year 2006 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe personnel strengths for such fiscal year for the Armed Forces, and for other purposes; which was ordered to lie on the table; as follows:
