Inserted: (b) Institutional Funding of Test and Evaluation Activities.--Section 232(b)(1) of the Bob Stump National Defense Authorization Act for Fiscal Year 2003 (Public Law 107-314; 116 Stat. 2490) is amended by striking "Director of Operational Test and Evaluation" and inserting "Secretary of Defense".

Mr. WARNER (for himself and Mr. Levin) submitted an amendment intended to be proposed by him to the bill S. 1042, to authorize appropriations for fiscal year 2006 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe personnel strengths for such fiscal year for the Armed Forces, and for other purposes; which was ordered to lie on the table; as follows:

SEC. 244. DESIGNATION OF FACILITIES AND RESOURCES CONSTITUTING THE MAJOR RANGE AND TEST FACILITY BASE.
(a) Department of Defense Test Resource Management Center.--Section 196(h) of title 10, United States Code, is amended by striking “Director of Operational Test and Evaluation” and inserting “Secretary of Defense”.
