What it does: Adds Sec. __. Funds appropriated by this Act for the American Forces Information Service shall not be used for any national or international political or psychological activities, nor shall any of the funds be made available without a certification by the Secretary of Defense that the political programming of the American Forces Network is in compliance with the standards of integrity, fairness, and balance set out in Department of Defense Directive 5120.20R and the appointment of an ombudsman to ensure compliance with such standards. The ombudsman so appointed shall submit to the Secretary of Defense and the congressional defense committees each year a report on the activities of the ombudsman during the preceding year wherever appropriate
