Inserted: (1) In general.--Subparagraph (B) of section 41(h)(1) (relating to termination), as amended by section 113 of this Act, is amended by striking "December 31, 2006" and inserting "December 31, 2008".
Inserted: (2) Conforming amendment.--Subparagraph (D) of section 45C(b)(1) (relating to special rule), as amended by section 113 of this Act, is amended by striking "December 31, 2006" and inserting "December 31, 2008".
Inserted: (3) Effective date.--The amendments made by this subsection shall apply to amounts paid or incurred after December 31, 2005.
Inserted: (b) Expansion of Credit to Expenses of General Collaborative Research Consortia.--
Inserted: (1) In general.--Section 41 is amended--
Inserted: (A) by striking "an energy research consortium" in subsections (a)(3) and (b)(3)(C)(i) and inserting "a research consortium",
Inserted: (B) by striking "energy" each place it appears in subsection (f)(6)(A),
Inserted: (C) by inserting "or 501(c)(6)" after "section 501(c)(3)" in subsection (f)(6)(A)(i)(I), and
Inserted: (D) by striking "Energy research" in the heading for subsection (f)(6) and inserting "Research".
Inserted: (2) Effective date.--The amendments made by this subsection shall apply to taxable years ending after December 31, 2005.

SA 2702. Mr. KENNEDY submitted an amendment intended to be proposed by him to the bill H.R. 4297, to provide for reconciliation pursuant to section 201(b) of the concurrent resolution on the budget for fiscal year 2006; which was ordered to lie on the table; as follows:
On page 19, strike lines 19 through 22 and insert the following:
SEC. 203. EXTENSION OF RESEARCH CREDIT.
(a) Extension.--
(1) In general.--Subparagraph (B) of section 41(h)(1) (relating to termination), as amended by section 113 of this Act, is amended by striking “December 31, 2006” and inserting “December 31, 2008”.
