Inserted: Section 203 of the Energy Policy Act of 2005 (42 U.S.C. 15852) is amended by striking subsection (a) and inserting the following:
Inserted: "(a) Requirement.--The President, acting through the Secretary, shall ensure that, of the total quantity of electric energy the Federal Government consumes during any fiscal year, the following amounts shall be renewable energy:
Inserted: "(1) Not less than 5 percent in each of fiscal years 2008 and 2009.
Inserted: "(2) Not less than 7.5 percent in each of fiscal years 2010 through 2012.
Inserted: "(3) Not less than 10 percent in fiscal years 2013 and each fiscal year thereafter.".

SEC. 6. FEDERAL REQUIREMENT TO PURCHASE ELECTRICITY GENERATED BY RENEWABLE ENERGY.
Section 203 of the Energy Policy Act of 2005 (42 U.S.C. 15852) is amended by striking subsection (a) and inserting the following:
“(a) Requirement.--The President, acting through the Secretary, shall ensure that, of the total quantity of electric energy the Federal Government consumes during any fiscal year, the following amounts shall be renewable energy:
“(1) Not less than 5 percent in each of fiscal years 2008 and 2009.
“(2) Not less than 7.5 percent in each of fiscal years 2010 through 2012.
