   Inserted: "(ee) SBIR Awardee Business Operations.--

   Inserted: "(1) In general.--To be eligible to receive an SBIR award, an awardee must have its primary business operations in the United States.

   Inserted: "(2) Definition.--In this subsection, the term 'United States' includes the District of Columbia, the Commonwealth of Puerto Rico, and any other territory or possession of the United States.".
