Inserted: (a) Extension.--Effective as if included in the enactment of section 7002 of the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007 (Public Law 110-28), subsection (a)(1) of such section is amended, in the matter preceding subparagraph (A), by striking "1 year" and inserting "2 years".
Inserted: (b) Increase in Basic Rebate for Single Source Drugs and Innovator Multiple Source Drugs.--
Inserted: (1) In general.--Section 1927(c) (42 U.S.C. 1396r-8(c)) is amended--
Inserted: (A) in paragraph (1)(B)(i)--
Inserted: (i) in subclause (IV), by striking "and" after the semicolon;
Inserted: (ii) in subclause (V)--
Inserted: (I) by inserting "and before January 1, 2008," after "1995,"; and
Inserted: (II) by striking the period and inserting "; and"; and
Inserted: (iii) by adding at the end the following:
Inserted: "(VI) after December 31, 2007, is 20.1 percent."; and
Inserted: (B) in paragraph (3) (B)--

Mr. BINGAMAN (for himself, Mr. Kerry, and Mrs. Lincoln) submitted an amendment intended to be proposed by him to the bill H.R. 976, to amend the Internal Revenue Code of 1986 to provide tax relief for small businesses, and for other purposes; which was ordered to lie on the table; as follows:
At the appropriate place, insert the following:
SEC. __. EXTENSION OF MORATORIUM ON SECRETARIAL AUTHORITY.
