The Secretary of Defense shall, utilizing amounts appropriated or otherwise made available by title I under the heading "Military Personnel, Air Force" and by title II under the heading "Operation and Maintenance, Air Force", make available sufficient funds to operate and maintain during fiscal year 2008 a force of B-52 bomber aircraft consisting of not less than 76 B-52 bomber aircraft, including a primary aircraft inventory of not less than 63 aircraft and a backup aircraft inventory of not less than 11 aircraft at the end of title VIII
