Inserted: (a) Preventing Payroll Deduction.--Section 4(b) of the Public Safety Employer-Employee Cooperation Act of 2007 is amended by adding at the end the following:
Inserted: "(6) Prohibiting the deduction of labor organization dues or fees of any kind directly from an employee's paycheck.".
Inserted: (b) Role of the Authority.--Section 5(a) of the Public Safety Employer-Employee Cooperation Act of 2007 is amended by striking "in section 4(b)" and all that follows through the period at the end and inserting "in section 4(b).".

(a) Preventing Payroll Deduction.--Section 4(b) of the Public Safety Employer-Employee Cooperation Act of 2007 is amended by adding at the end the following:
