1. Adds SEC. __. GULF OF MEXICO ENERGY SECURITY wherever appropriate

   Adds a section

   Inserted: SEC. __. GULF OF MEXICO ENERGY SECURITY.

   Inserted: (a) Definitions.--Section 102(9)(A)(i) of the Gulf of Mexico Energy Security Act of 2006 (43 U.S.C. 1331 note; Public Law 109-432) is amended--

   Inserted: (1) in subclause (I), by striking "and" at the end; and

   Inserted: (2) by adding at the end the following:

   Inserted: "(III) any area in the 181 Area that was not available for leasing on July 1, 2008; and".

   Inserted: (b) Offshore Oil and Gas Leasing.--Section 103(a) of the Gulf of Mexico Energy Security Act of 2006 (43 U.S.C. 1331 note; Public Law 109-432) is amended--

   Inserted: (1) by striking "Except" and inserting the following:

   Inserted: "(1) In general.--Except"; and

   Inserted: (2) by adding at the end the following:

   Inserted: "(2) Leasing after certain date.--The Secretary shall offer any part of the 181 Area for oil and gas leasing pursuant to the Outer Continental Shelf Lands Act (43 U.S.C. 1331 et seq.) that was not available for leasing on July 1, 2008, as soon as practicable, but not later than 2 years, after that date and at any time thereafter, as the Secretary determines to be appropriate.".

   Inserted: (c) Moratorium on Leasing.--Section 104(a) of the Gulf of Mexico Energy Security Act of 2006 (43 U.S.C. 1331 note; Public Law 109-432) is amended by striking paragraph (3) and inserting the following:

   Inserted: "(3) any area in the Central Planning Area that is--

   Inserted: "(B) east of the western edge of the Pensacola Official Protection Diagram (UTM X coordinate 1,393,920 (NAD 27 feet)); and

   Inserted: "(C) within 100 miles of the coastline of the State of Florida.".
