   Inserted: SEC. 1001. TERMINATION OF PROGRAMS.

   Inserted: (a) In General.--Subject to subsection (b), each fiscal year the Administrator of the Small Business Administration may not carry out any program for which an authorization is established or extended under this Act.

   Inserted: (b) Effective Date.--Subsection (a) shall take effect with respect to a program referred to in such subsection on the earlier of the following:

   Inserted: (1) The date that is 5 years after the date of enactment of this Act.

   Inserted: (2) The date on which the authorization under this Act for such program expires.

   Inserted: (c) Existing Obligations.--Subsection (a) does not affect the ability of the Administrator to carry out responsibilities with regard to loans, grants, or other obligations made or in existence before an applicable effective date under subsection (b).
