Notwithstanding any other provision of law, any funds available under the heading "OEA-Fort Wainwright/ Eielson AFB Track Realignment" under the heading "Operation and Maintenance, Defense-Wide" in the Joint Explanatory Statement to accompany the Department of Defense Appropriations Act, 2007 (division A of Public Law 109-289) that remain available for expenditure as of the date of the enactment of this Act shall be available instead for "Joint Tanana Range Access" as provided in the Department of Defense Appropriations Act, 2009 (division C of Public Law 110-329) wherever appropriate
