   Inserted: (a) Definitions.--In this section:

   Inserted: (1) Fund.--The term "Fund" means the Chugach Whistle Stop Partnership Project Fund established by subsection (c)(1).

   Inserted: (2) National forest.--The term "National Forest" means the Chugach National Forest.

   Inserted: (3) Secretary.--The term "Secretary" means the Secretary of Agriculture.

   Inserted: (b) Spencer Mineral Materials Project Funds.--The Secretary shall deposit into the Treasury each amount received by the Secretary through the contract for the sale of mineral materials described in the notice of intent to prepare an environmental impact statement entitled "Chugach National Forest, Glacier Ranger District, Alaska--Spencer Mineral Materials Project" and published by the Secretary on March 2, 2007 (72 Fed. Reg. 9501).

   Inserted: (c) Chugach Whistle Stop Partnership Project Fund.--

   Inserted: (1) Establishment.--There is established in the Treasury of the United States a revolving fund, to be known as the "Chugach Whistle Stop Partnership Project Fund", consisting of such amounts as are appropriated to the Fund under paragraph (2).

   Inserted: (2) Transfers to fund.--There are appropriated to the Fund, out of funds of the Treasury not otherwise appropriated, amounts equivalent to the amounts deposited by the Secretary into the Treasury under subsection (b).

   Inserted: (3) Expenditures from fund.--

   Inserted: (A) In general.--Subject to subparagraphs (B) and (C), on request by the Secretary, the Secretary of the Treasury shall transfer from the Fund to the Secretary such amounts as the Secretary determines are necessary to carry out activities under paragraph (5).

   Inserted: (B) Administrative expenses.--An amount not exceeding 10 percent of the amounts in the Fund shall be available for each fiscal year to pay the administrative expenses necessary to carry out this Act.

   Inserted: (C) Priority regarding use of funds.--Any amounts made available through an appropriations Act for use by the Secretary to carry out an activity under paragraph (5) shall be expended before the Secretary may request an amount under subparagraph (A) to carry out the activity.

   Inserted: (4) Transfers of amounts.--

   Inserted: (A) In general.--The amounts required to be transferred to the Fund under this subsection shall be transferred at least monthly from the general fund of the Treasury to the Fund on the basis of estimates made by the Secretary of the Treasury.

   Inserted: (B) Adjustments.--Proper adjustment shall be made in amounts subsequently transferred to the extent prior estimates were in excess of or less than the amounts required to be transferred.

   Inserted: (5) Use of funds.--The Secretary shall use amounts transferred to the Secretary under paragraph (3)(A) to carry out--

   Inserted: (A) the administration of the mineral materials contract described in subsection (b); and

   Inserted: (B) the implementation of the Whistle Stop partnership project in the National Forest, including--

   Inserted: (i) the restoration and enhancement of natural resources in the National Forest;

   Inserted: (ii) the construction, enhancement, repair, and maintenance of--

   Inserted: (I) recreation and rail facilities;

   Inserted: (II) trails, associated infrastructure, and transportation equipment; and

   Inserted: (III) visitor services; and

   Inserted: (iii) the interpretation and provision of any other visitor information or service.

   Inserted: (d) Effect.--Nothing in this Act affects the responsibility of the Secretary to comply with applicable environmental laws (including regulations).

   Inserted: (e) Termination of Authority.--The authority provided by this Act terminates on the date on which the mineral materials contract described in subsection (b) terminates.
