1. Adds SEC. ___. ALASKA NATIVE AVIATION TRAINING PROGRAM wherever appropriate

   Inserted: SEC. ___. ALASKA NATIVE AVIATION TRAINING PROGRAM.

   Inserted: (a) In General.--chapter 445 is amended by adding at the end the following:

   Inserted: " 44518. Alaska Native aviation training program

   Inserted: "(a) General Authority.--The Secretary of Transportation shall carry out, at a minimum, one project to improve opportunities for residents of Alaska Native communities to receive aviation training to enhance safety in air service to and from remote Alaska Native communities.

   Inserted: "(b) Implementation.--

   Inserted: "(1) In general.--In carrying out this section, the Secretary shall provide funding through a grant, contract, or another agreement described in section 106(l)(5) to a non-profit organization composed of Federally recognized tribes operating flight and air mechanics schools in an Alaska Native community.

   Inserted: "(2) Project selection.--The Secretary shall select a project under this subsection that provides training for residents of Alaska Native communities--

   Inserted: "(A) to obtain commercial pilot certificates pursuant to part 61 of title 14, Code of Federal Regulations; and

   Inserted: "(B) to obtain mechanic certificates pursuant to subpart D of part 65 of such title.

   Inserted: "(c) Matching share.--Notwithstanding section 47109 or any other provision of law, the Federal share of allowable project costs for a project under this section shall be 100 percent.

   Inserted: "(d) Terms and conditions.--The Secretary may establish such terms and conditions as the Secretary determines appropriate, consistent with the provisions of the Indian Self-Determination and Education Assistance Act of 1975 (25 U.S.C. 450 et seq.) for carrying out a project under this section, including terms and conditions relating to the form and content of a proposal for a project, project assurances, and schedule of payments.

   Inserted: "(e) Administration.--The Secretary may enter into an agreement in accordance with section 106(m) to provide for the administration of any project under the program.

   Inserted: "(f) Authorization of Appropriations.--Notwithstanding any other provision of law, the Secretary shall make available not less than $1,000,000 of the amounts made available to the Secretary under section 48105 of this title for each of fiscal years 2011 and 2012 to carry out this section.".

   Inserted: (b) Conforming Amendment.--The table of contents for chapter 445 is amended by adding at the end the following:

   Inserted: "44518. Alaska Native aviation training program".
