1. Adds SEC. 1502. ELIMINATION OF AUTOMATIC PAY ADJUSTMENTS FOR MEMBERS OF CONGRESS at the end of subtitle F of title I

   Adds a section

   Section 279(b) of the Trade Act of 1974 (19 U.S.C. 2372a(b)) is amended by striking "Supplement" and all that follows through "Funds" and inserting "There are" and by striking "pursuant" and all that follows and inserting "$500,000,000 for each of fiscal years 2011, 2012, 2013, and 2014 to carry out this subchapter, except that the limitations contained in section 278(a)(2) shall not apply to such funds and each State shall receive not less than 0.5 percent of the amount appropriated pursuant to this subsection for each such fiscal year.".

   Inserted: SEC. 1502. ELIMINATION OF AUTOMATIC PAY ADJUSTMENTS FOR MEMBERS OF CONGRESS.

   Inserted: (a) In General.--Paragraph (2) of section 601(a) of the Legislative Reorganization Act of 1946 (2 U.S.C. 31) is repealed.

   Inserted: (b) Technical and Conforming Amendments.--Section 601(a)(1) of such Act is amended--

   Inserted: (1) by striking "(a)(1)" and inserting "(a)";

   Inserted: (2) by redesignating subparagraphs (A), (B), and (C) as paragraphs (1), (2), and (3), respectively; and

   Inserted: (3) by striking "as adjusted by paragraph (2) of this subsection" and inserting "adjusted as provided by law".

   Inserted: (c) Effective Date.--This section shall take effect on December 31, 2011.
