Inserted: "(ii) if the Secretary determines that additional time is necessary to complete any environmental, safety, or other reviews, an alternative date specified by the Secretary that provides such additional time as the Secretary determines is necessary to complete the reviews, subject to subparagraph (B).
Inserted: "(B) Existing leases.--In the case of a lease issued under a sale held on or before March 17, 2010, the Secretary shall not extend the deadline under subparagraph (A)(ii) without the consent of the holder of the lease.".

Mr. BINGAMAN submitted an amendment intended to be proposed by him to the bill H.R. 4899, making emergency supplemental appropriations for disaster relief and summer jobs for the fiscal year ending September 30, 2010, and for other purposes; which was ordered to lie on the table; as follows:
On page 79, between lines 3 and 4, insert the following:
Sec. 2002. Section 11(c) of the Outer Continental Shelf Lands Act (43 U.S.C. 1340(c)) is amended--
(1) in the fourth sentence of paragraph (1), by striking “within thirty days of its submission” and inserting “by the deadline described in paragraph (5)”; and
(2) by adding at the end the following:
