Section 7043(b)(1) of the Department of State, Foreign Operations, and Related Agencies Appropriations Act, 2010 (division F of Public Law 111-117; 123 Stat. 3370), is amended by striking "for any project controlled by an energy producer or refiner that continues to" and inserting "for any energy project of an energy company unless such company has certified that it does not".
