Inserted: (a) In General.--Subject to subsection (b), the Chairman of the Committee on the Budget of the Senate may revise the allocations, aggregates, and other levels in this resolution by the amounts provided by a bill, joint resolution, amendment, motion, or conference report that would allow--
Inserted: (1) the construction of at least 100 new nuclear power plants by calendar year 2030;
Inserted: (2) the electrification of at least \1/2\ of the cars and trucks in the United States during the 20-year period beginning on the date of approval of this resolution;
Inserted: (3) making solar power cost-competitive with power from fossil fuels;
Inserted: (4) the capture and storage of carbon dioxide emissions from coal power plants;
Inserted: (5) the safe reprocessing and storage of nuclear waste;
Inserted: (6) making advanced biofuels cost-competitive with gasoline;
Inserted: (7) the conservation and efficient use of energy by buildings; and
Inserted: (8) the development of oil and natural gas resources beneath the outer Continental Shelf.
Inserted: (b) Deficit Neutrality.--Subsection (a) applies only if the legislation described in subsection (a) would not increase the deficit over the period of the total of fiscal years 2009 through 2014 or the period of the total of fiscal years 2009 through 2019.

SA 760. Mr. ALEXANDER submitted an amendment intended to be proposed by him to the concurrent resolution S. Con. Res. 13, setting forth the congressional budget for the United States Government for fiscal year 2010, revising the appropriate budgetary levels for fiscal year 2009, and setting forth the appropriate budgetary levels for fiscal years 2011 through 2014; which was ordered to lie on the table; as follows:
At the appropriate place in title II, insert the following:
SEC. 2___. DEFICIT-NEUTRAL RESERVE FUND FOR REDUCING FOREIGN OIL DEPENDENCE.
