Mr. COBURN (for himself and Mr. McCain) submitted an amendment intended to be proposed by him to the bill H.R. 2354, making appropriations for energy and water development and related agencies for the fiscal year ending September 30, 2012, and for other purposes; which was ordered to lie on the table; as follows:
At the end of title V of division A, add the following:
Sec. 5__. Notwithstanding any other provision of this Act, none of the funds made available by this Act shall be used to carry out any activity directed specifically or noncompetitively for algae-based biofuels.
