(a) Notwithstanding any other provision of law, the Secretary of State shall transfer $321,000,000 of amounts appropriated or otherwise made available for the Department of State by the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2012, to the Secretary of Energy for the National Nuclear Security Administration for weapons activities.
Inserted: (b) The Administrator for Nuclear Security shall allocate the amount transferred under subsection (a) to the weapons activities of the National Nuclear Security Administration that the Administrator, in consultation with the Secretary of Defense, determines to be the highest priority.
