1. Adds SEC. 1080. REPORT ON IMPROVEMENT OF JOINT, INTERAGENCY, AND INTERGOVERNMENTAL METHODS FOR COLLECTING, PROCESSING, EXPLOITING, AND DISSEMINATING DATA FROM UNMANNED AERIAL SYSTEMS at the end of subtitle G of title X

   (c) Authorization of Appropriations.--Of the amounts authorized to be appropriated under section 301 for operation and maintenance for Defense-wide activities, up to $1,000,000, shall be made available for the completion of the study required under this section.

   Inserted: SEC. 1080. REPORT ON IMPROVEMENT OF JOINT, INTERAGENCY, AND INTERGOVERNMENTAL METHODS FOR COLLECTING, PROCESSING, EXPLOITING, AND DISSEMINATING DATA FROM UNMANNED AERIAL SYSTEMS.

   Inserted: (a) Report Required.--Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall, in consultation with the Secretary of Homeland Security and the heads of other appropriate departments and agencies of the Federal Government, submit to Congress a report on means of improving joint, interagency, and intergovernmental methods for collecting, processing, exploiting, and disseminating data from unmanned aerial systems.

   Inserted: (b) Elements.--The report required by subsection (a) shall include the following:

   Inserted: (1) Recommendations for means to improve interoperability between operators of unmanned aerial systems and users of data collected by unmanned aerial systems, including the Department of Defense, the Department of Homeland Security, and other Federal and State governmental users, including recommendations for improvements regarding the following:

   Inserted: (A) Unmanned aerial systems operations, including crew and contractor support.

   Inserted: (B) Network architecture and infrastructure for unmanned aerial systems and processing, exploitation, and dissemination facilities.

   Inserted: (C) Methods of processing, exploiting, and disseminating data collected from unmanned aerial systems, with an emphasis on improvement of dissemination of such data.

   Inserted: (2) An assessment of the feasibility of each of the following (including whether the feasibility of each is enhanced by reason of any improvements recommended under paragraph (1)):

   Inserted: (A) The establishment of a joint Distributed Common Ground Station (DCGS), or similar processing, exploitation, and dissemination facilities, consisting of appropriate elements of the Air Force, the Army, the Navy, and the Marine Corps.

   Inserted: (B) The establishment of an interagency Distributed Common Ground Station, or such similar facilities, consisting of appropriate elements of the Department of Defense, the Department of Homeland Security, and other appropriate departments and agencies of the Federal Government, including members of the National Guard in State status serving both the Army National Guard or the Air National Guard and a Federal or State civilian agency.

   Inserted: (C) The establishment of an intergovernmental Distributed Common Ground Station, or such similar facilities, consisting of appropriate elements of the Federal Government and State governments, particularly for purposes of collecting, processing, exploiting, and disseminating data from unmanned aerial systems on natural disasters.

   Inserted: (3) An identification and assessment of means of resolving each of the following in connection with the collecting, processing, exploiting, and disseminating of data from unmanned aerial systems:

   Inserted: (A) Issues arising from the classified nature of some data collected by unmanned aerial systems.

   Inserted: (B) Issues in connection with the advantages and disadvantages flowing from the geographic dispersal of unmanned aerial systems and processing, exploitation, and dissemination facilities throughout the United States.

   Inserted: (C) Issues relating to whether the Department of Defense, in using unmanned aerial systems to collect data and using processing, exploitation, and dissemination facilities to process, exploit, and disseminate data in the United States, constitutes a posse comitatus.

   Inserted: (4) Such other matters as the Secretary of Defense considers appropriate.
