(c) Submittal to Congress.--The President shall include the most current set of benchmarks established pursuant to subsection (a) with each report on progress toward security and stability in Afghanistan that is submitted to Congress under sections 1230 and 1231 of the National Defense Authorization Act for Fiscal Year 2008 (Public Law 110-181; 122 Stat. 385, 390).

Inserted: Section 1229(i) of the National Defense Authorization Act for Fiscal Year 2008 (Public Law 110-181; 5 U.S.C. App. 8G note) is amended--
Inserted: (1) by redesignating paragraphs (3), (4), and (5) as paragraphs (4), (5), and (6), respectively; and
Inserted: (2) by inserting after paragraph (2) the following new paragraph:
Inserted: "(3) Reporting on status of women's rights.--The report required under paragraph (1) shall include information on women's rights in Afghanistan, including a detailed discussion of issues involving violence against women, educational opportunities, including access to schools, for girls, women's healthcare, voting rights, and other gender-equality issues facing reconstruction efforts in Afghanistan.".

SA 1408. Mrs. HUTCHISON (for herself and Ms. Mikulski) submitted an amendment intended to be proposed by her to the bill S. 1867, to authorize appropriations for fiscal year 2012 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows:
At the end of subtitle B of title XII, add the following:
SEC. 1230. ENHANCED REPORTING BY SIGAR ON WOMEN'S RIGHTS IN AFGHANISTAN.
Section 1229(i) of the National Defense Authorization Act for Fiscal Year 2008 (Public Law 110-181; 5 U.S.C. App. 8G note) is amended--
(1) by redesignating paragraphs (3), (4), and (5) as paragraphs (4), (5), and (6), respectively; and
(2) by inserting after paragraph (2) the following new paragraph:
