1. Adds SEC. 31115. NATIONAL YELLOW DOT PROGRAM at the end of subtitle A of title I of division C

   Inserted: SEC. 31115. NATIONAL YELLOW DOT PROGRAM.

   Inserted: (a) Definitions.--In this section:

   Inserted: (1) Administrator.--The term "Administrator" means the Administrator of the National Highway Traffic Safety Administration of the Department of Transportation.

   Inserted: (2) Coordinator.--The term "Coordinator" means the national coordinator of the Yellow Dot Program, who has been so designated by the Administrator.

   Inserted: (3) Program participant.--The term "program participant" means a person who has agreed to participate in the Yellow Dot Program.

   Inserted: (4) Yellow dot program.--The term "Yellow Dot Program" means the Yellow Dot Program established under subsection (b).

   Inserted: (b) Yellow Dot Program.--

   Inserted: (1) Establishment.--

   Inserted: (A) In general.--The Administrator shall establish a national Yellow Dot Program to assist law enforcement and emergency services personnel to efficiently gather relevant medical information in the event of a motor vehicle accident or other medical emergency involving motor vehicles.

   Inserted: (B) Coordinator.--

   Inserted: (i) Designation.--The Administrator shall designate a person within the Department of Transportation to serve as Coordinator of the Yellow Dot Program.

   Inserted: (ii) Responsibilities.--The Coordinator shall--

   Inserted: (I) provide information, training, and materials for the Yellow Dot Program to assist the State officials designated pursuant to subparagraph (C)(ii) in the implementation of the Yellow Dot Program;

   Inserted: (II) compile national statistics on Yellow Dot Program participation rates, broken down by State and age; and

   Inserted: (III) collaborate with States that have programs similar to the Yellow Dot Program to improve national consistency in training materials, participant forms and information, and subsequent data collection methods.

   Inserted: (C) State participation.--Each State that elects to participate in the Yellow Dot Program shall--

   Inserted: (i) notify the Coordinator of such election;

   Inserted: (ii) designate a State official to oversee the Yellow Dot Program throughout the State; and

   Inserted: (iii) comply with the requirements set forth in paragraph (2).

   Inserted: (2) State responsibilities.--Each participating State shall--

   Inserted: (A) work with local law enforcement and emergency services agencies to publicize the Yellow Dot Program throughout the State;

   Inserted: (B) distribute to program participants--

   Inserted: (i) for each motor vehicle in which the program participant anticipates regularly driving or riding, a yellow sticker and a yellow folder; and

   Inserted: (ii) for each driver or passenger, a blank form with space to enter medical conditions of, prescriptions taken by, and other vital information of the program participant;

   Inserted: (C) instruct local law enforcement and emergency services personnel about the purposes and requirements of the Yellow Dot Program; and

   Inserted: (D) submit an annual report to the Coordinator that identifies the number of program participants in the State, broken down by age.

   Inserted: (3) Program participant responsibilities.--Each program participant shall--

   Inserted: (A) place the sticker distributed pursuant to paragraph (2)(B)(i) in the bottom left corner of the rear window of each vehicle in which the program participant anticipates regularly driving or riding;

   Inserted: (B) place the completed form distributed pursuant to paragraph (2)(B)(ii) in the folder distributed pursuant to paragraph (2)(B)(i); and

   Inserted: (C) place the folder with the relevant completed forms in the glove compartment of each vehicle in which the program participant anticipates regularly driving or riding.
