Inserted: (a) In General.--Chapter 57 of title 5, United States Code, is amended by inserting after section 5710 the following:
Inserted: "Sec. 5711. Domestic air travel restriction
Inserted: "(a) In this section, the term 'United States' means the several States, the District of Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and any other territory or possession of the United States, but does not include the Trust Territory of the Pacific Islands.
Inserted: "(b) An employee may only be reimbursed for the actual and necessary expenses of official air travel within the United States if that travel is coach-class.".
Inserted: (b) Technical and Conforming Amendment.--The table of sections for chapter 57 of title 5, United States Code, is amended by inserting after the item relating to section 5710 the following:
Inserted: "5711. Domestic air travel restriction.".
Inserted: (c) Effective Date.--The amendments made by this section shall take effect on the date of enactment of this Act and apply to travel taken on or after that date.

At the end of the bill, add the following:
SEC. ___. DOMESTIC AIR TRAVEL RESTRICTIONS FOR FEDERAL EMPLOYEES.
(a) In General.--Chapter 57 of title 5, United States Code, is amended by inserting after section 5710 the following:
“Sec. 5711. Domestic air travel restriction
“(a) In this section, the term ‘United States' means the several States, the District of Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and any other territory or possession of the United States, but does not include the Trust Territory of the Pacific Islands.
