Inserted: Notwithstanding any other provision of law, no Federal funds may be used to carry out the program under title X of the Public Health Service Act (42 U.S.C. 300 et seq.) to provide for voluntary family planning projects. All unobligated balances of the discretionary appropriations made available for such purpose as of the date of enactment of this Act are rescinded.
