"(4) Interim regulations.--Notwithstanding paragraphs (1) and (2), to the extent regulations are necessary to carry out any provision of this section, the Secretary shall implement such regulations through the promulgation of an interim rule.".

Inserted: Section 502(a) of the Housing Act of 1949 (42 U.S.C. 1472(a)) is amended by adding at the end the following:
Inserted: "(4) The Secretary may not deny an application for a loan under this section solely on the basis that the application relates to a dwelling with a water catchment or cistern system.".

At the end of subtitle C of title VI, add the following:
SEC. 6203. LOANS UNDER SECTION 502 OF THE HOUSING ACT OF 1949 FOR DWELLINGS WITH WATER CATCHMENT OR CISTERN SYSTEMS.
Section 502(a) of the Housing Act of 1949 (42 U.S.C. 1472(a)) is amended by adding at the end the following:
