Inserted: (2) section 9003(h) of the Farm Security and Rural Investment Act of 2002 (7 U.S.C. 8103(h)) (as amended by section 9003(b)) is amended by striking paragraph (1) and inserting the following:
Inserted: "(1) Authorization of appropriations.--
Inserted: "(A) In general.--Subject to subparagraph (B), there is authorized to provide for the cost of loan guarantees under this section--
Inserted: "(i) $100,000,000 for fiscal year 2013; and
Inserted: "(ii) $58,000,000 for each of fiscal years 2014 and 2015.
Inserted: "(B) Biobased product manufacturing.--Of the total amount of funds made available for the period of fiscal years 2013 through 2015 under subparagraph (A), the Secretary shall use for the cost of loan guarantees under this section not more than $25,000,000 to promote biobased product manufacturing.";

At the appropriate place, insert the following:
SEC. ____. ELIMINATION OF MANDATORY FUNDING FROM ENERGY PROGRAMS.
Notwithstanding any other provision of this Act or any amendment made by this Act--
(1) section 9002(j) of the Farm Security and Rural Investment Act of 2002 (7 U.S.C.
8102(j)) (as amended by section 9002(a)(7)) is amended--
(A) in paragraph (3), by striking “$2,000,000” and inserting “$5,000,000”; and
(B) by striking paragraph (4);
(2) section 9003(h) of the Farm Security and Rural Investment Act of 2002 (7 U.S.C. 8103(h)) (as amended by section 9003(b)) is amended by striking paragraph (1) and inserting the following:
“(1) Authorization of appropriations.--
“(A) In general.--Subject to subparagraph (B), there is authorized to provide for the cost of loan guarantees under this section--
“(i) $100,000,000 for fiscal year 2013; and
