Inserted: "(ii) each State and county in which is located a school or service institution to which the purchased commodities and products are distributed; and

On page 361, between lines 8 and 9, insert the following:
SEC. 4208. DEPARTMENT OF DEFENSE FRESH PROGRAM.
Section 10603(b) of the Farm Security and Rural Investment Act of 2002 (7 U.S.C. 612c 4(b)) (as amended by section 4201) is amended--
(1) by striking “The Secretary” and inserting the following:
