SEC. 601. RATES OF BASIC ALLOWANCE FOR HOUSING FOR ARMY NATIONAL GUARD AND AIR NATIONAL GUARD MEMBERS ON FULL-TIME NATIONAL GUARD DUTY.
Section 403(g) of title 37, United States Code, is amended by adding at the end the following new paragraph:
"(6)(A) The rate of basic allowance for housing to be paid to a member of the Army National Guard of the United States[inserted: ,] or [inserted: to a member of ]the Air National
[struck: Guard ]of the United States[struck: on ][inserted: , shall not be changed upon the transition of the member from ]full-time National Guard duty[struck: shall be based on][inserted: to active duty unless] the[struck: member's duty location.][inserted: transition--]Struck: "(B)(i) The rate of basic allowance for housing to be paid a member described in subparagraph (A) may not be modified upon the transition of the member from active duty to full-time National Guard duty, or from full-time National Guard duty to active duty, when the transition occurs without a break in active service.
Struck: "(ii) For purposes of this subparagraph, a break in active service occurs when one or more calendar days between active service periods do not qualify as active service.".

Mr. BROWN of Massachusetts submitted an amendment intended to be proposed by him to the bill S. 3254, to authorize appropriations for fiscal year 2013 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows:
Strike section 601 and insert the following:
SEC. 601. RATES OF BASIC ALLOWANCE FOR HOUSING FOR ARMY NATIONAL GUARD AND AIR NATIONAL GUARD MEMBERS ON FULL-TIME NATIONAL GUARD DUTY.
