   Inserted: (a) Report Required.--Not later than 90 days after the date of the enactment of this Act, the Secretary of the Navy shall submit to the congressional defense committees a report on plans to implement efficiency initiatives to reduce overhead costs at the Space and Naval Warfare Systems Command (SPAWAR), including a detailed description of the long-term impacts on current and planned future mission requirements.

   Inserted: (b) Prohibition on Account Adjustments.--The Secretary of the Navy may not make adjustments in relation to Commander Navy Installations Command, Naval Warfare Systems Center Atlantic accounts until the Secretary submits the report required under subsection (a).
