1. Adds SEC. 888. STUDY ON ARMY SMALL ARMS AND AMMUNITION ACQUISITION at the end of subtitle E of title VIII

   Section 845(i) of the National Defense Authorization Act for Fiscal Year 1994 (10 U.S.C. 2371 note) is amended by striking "September 30, 2013" and inserting "September 30, 2018".

   Inserted: SEC. 888. STUDY ON ARMY SMALL ARMS AND AMMUNITION ACQUISITION.

   Inserted: (a) Study.--

   Inserted: (1) In general.--Not later than 30 days after the date of the enactment of this Act, the Secretary of Defense shall enter into a contract with a Federally Funded Research and Development Center to conduct a study on the Army's acquisition of small arms and ammunition to determine each of the following:

   Inserted: (A) A comparative evaluation of the Army's M16 rifle, M4 carbine, M9 pistol, and M249 light machine gun to other rifles, carbines, pistols, and machine guns in use by special operations forces, foreign militaries, and available commercially.

   Inserted: (B) An assessment of the Army's current plans to modernize its small arms rifle, pistol, and light machine gun inventories.

   Inserted: (C) A comparative evaluation of the Army's standard ammunition with other ammunition alternatives.

   Inserted: (2) Factors to consider.--The study required under subsection (a) shall take into consideration the following factors:

   Inserted: (A) The operational environment in Operations Iraqi Freedom and Enduring Freedom.

   Inserted: (B) Future operating environments as specified or referred to in Department of Defense strategic planning documents.

   Inserted: (C) Modifications and improvements recently introduced to the M16, M4, and M249, as well as their potential for continued development.

   Inserted: (D) Industrial base impacts.

   Inserted: (3) Access to information.--The Secretary of Defense and the Secretary of the Army shall ensure that the Federally Funded Research and Development Center conducting the study required under subsection (a) has access to all necessary data, records, analysis, personnel, and other resources necessary to complete the study.

   Inserted: (b) Report.--

   Inserted: (1) In general.--Not later than September 30, 2013, the Secretary of Defense shall submit to the congressional defense committees a report containing--

   Inserted: (A) the results of the study conducted under subsection (a), together with the comments of the Secretary of Defense on the findings contained in the study; and

   Inserted: (B) comments of the Secretary of the Army on the findings contained in the study.

   Inserted: (2) Classified annex.--The report shall be in unclassified form, but may contain a classified annex.

   Inserted: (c) Small Arms and Ammunition Defined.--In this section, the term "small arms and ammunition" means firearms up to and including .50 caliber and shotguns and ammunition or ordnance for such firearms.
