Inserted: (a) Updating of Export Regulations.--The Secretary of Defense shall review and revise the Department of Defense's night vision export regulations and specifications to ensure a robust domestic manufacturing capability.
Inserted: (b) Report.--Not later than March 1, 2013, the Secretary of Defense shall submit to the congressional defense committees a report describing actions taken to update the Department of Defense's night vision export regulations pursuant to subsection (a).

Mr. WARNER submitted an amendment intended to be proposed by him to the bill S. 3254, to authorize appropriations for fiscal year 2013 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows:
At the end of subtitle F of title X, add the following:
SEC. 1064. REPORT ON NIGHT VISION EXPORT CONTROL REGULATIONS.
(a) Updating of Export Regulations.--The Secretary of Defense shall review and revise the Department of Defense's night vision export regulations and specifications to ensure a robust domestic manufacturing capability.
(b) Report.--Not later than March 1, 2013, the Secretary of Defense shall submit to the congressional defense committees a report describing actions taken to update the Department of Defense's night vision export regulations pursuant to subsection (a).
