1. Adds SEC. 585. AWARD OF PURPLE HEART TO MEMBERS OF THE ARMED FORCES WHO WERE VICTIMS OF THE ATTACKS AT RECRUITING STATION IN LITTLE ROCK, ARKANSAS, AND AT FORT HOOD, TEXAS at the end of subtitle H of title V

   Not later than 90 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the Committees on Armed Services of the Senate and the House of Representatives a plan to improve the completeness and accuracy of the data contained in the Defense Enrollment Eligibility Reporting System (DEERS) in order to ensure that those issued military identification cards and receiving benefits based on such data are actually eligible for such cards and benefits.

   Inserted: (a) Award Required.--The Secretary of the military department concerned shall award the Purple Heart to the members of the Armed Forces who were killed or wounded in the attacks that occurred at the recruiting station in Little Rock, Arkansas, on June 1, 2009, and at Fort Hood, Texas, on November 5, 2009.

   Inserted: (b) Exception.--Subsection (a) shall not apply to a member of the Armed Forces whose wound was the result of the willful misconduct of the member.
