SA 3352. Mr. McCAIN (for himself and Mr. Coburn) submitted an amendment intended to be proposed by him to the bill H.R. 1, making appropriations for the Department of Defense and the other departments and agencies of the Government for the fiscal year ending September 30, 2011, and for other purposes; which was ordered to lie on the table; as follows:

At the appropriate place, the following:

Sec. ___. Notwithstanding any other provision of law, including any provision of this Act, no funds appropriated under this Act may be used to fund programs or projects that have resulted from a major disaster declared pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et. seq.) other than Hurricane Sandy or Tropical Storm Sandy of 2012, to fund mitigation projects appropriated under this Act, or to fund programs not directly in response to Hurricane Sandy or Tropical Storm Sandy of 2012 response and recovery efforts.
