   Inserted: SEC. __01. SENSE OF CONGRESS.

   Inserted: It is the sense of Congress that--

   Inserted: (1) sequestration is not the most efficient, effective, or responsible mechanism to address the debt problems facing the United States;

   Inserted: (2) providing flexibility to the Office of Management and Budget is an improvement over harmful across-the-board sequestration of security, nonsecurity, and direct spending;

   Inserted: (3) the only meaningful way to permanently address the debt problem of the United States is to implement a comprehensive plan for significant deficit reduction; and

   Inserted: (4) Congress and the President should act immediately to enact large-scale spending reform legislation.

   Inserted: SEC. __02. SEQUESTER REPLACEMENT.

   Inserted: (a) Definitions.--In this section--

   Inserted: (1) the terms "account", "budgetary resources", "discretionary appropriations", "direct spending" and related terms have the meaning given such terms in section 250(c) of the Balanced Budget and Emergency Deficit Control Act of 1985 (2 U.S.C. 900(c));

   Inserted: (2) the term "joint resolution" means only a joint resolution the matter after the resolving clause of which is as follows: "That Congress disapproves the cancellation of budgetary resources identified in the qualifying sequester replacement plan submitted by the President on ______
