Inserted: SEC. 604. SENSE OF SENATE ON PAYMENT OF PAY AND ALLOWANCES FOR MEMBERS OF THE ARMED FORCES DURING A LAPSE IN APPROPRIATIONS.
Inserted: It is the sense of the Senate that--
Inserted: (1) the members of the Armed Forces and their families continue to make great sacrifices in the service of our nation;
Inserted: (2) the government shutdown during the recent lapse in appropriations hurt military families, the Federal workforce, taxpayers, and businesses; and
Inserted: (3) in the event of a lapse in appropriations, Congress should make continuing appropriations for--
Inserted: (A) pay, allowances, individual clothing, subsistence, interest on deposits, gratuities, permanent change of station travel (including all expenses thereof for organizational movements), and expenses of temporary duty travel between permanent duty stations for members of the Armed Forces (as defined in section 101(a)(4) of title 10, of the United States Code), including reserve components, who perform active service during such period; and
Inserted: (B) pay and allowances for military technicians (dual status) during such period.

Mr. REID (for Mr. Warner (for himself and Mr. Moran)) submitted an amendment intended to be proposed by Mr. Reid of NV to the bill S. 1197, to authorize appropriations for fiscal year 2014 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows:
At the end of subtitle A of title VI, add the following:
SEC. 604. SENSE OF SENATE ON PAYMENT OF PAY AND ALLOWANCES FOR MEMBERS OF THE ARMED FORCES DURING A LAPSE IN APPROPRIATIONS.
It is the sense of the Senate that--
(1) the members of the Armed Forces and their families continue to make great sacrifices in the service of our nation;
