Inserted: (a) Report Required.--Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report setting forth a proposal for the potential incorporation of United States-manufactured rotary wing aircraft into the Afghan National Security Forces (ANSF) fleet.
Inserted: (b) Elements.--The report required by subsection (a) shall include the following:
Inserted: (1) A description of the anticipated cost, schedule, and training required for the incorporation of United States-manufactured rotary wing aircraft into the Afghan National Security Forces fleet, including costs associated with the procurement and sustainment of such aircraft.
Inserted: (2) A description of any actions required to be undertaken to facilitate the incorporation of such aircraft into the Afghan National Security Forces fleet.

Mr. BLUMENTHAL (for himself and Mr. Cornyn) submitted an amendment intended to be proposed by him to the bill S. 1197, to authorize appropriations for fiscal year 2014 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows:
At the end of subtitle C of title XV, add the following:
SEC. 1534. REPORT ON POTENTIAL INCORPORATION OF UNITED STATES-MANUFACTURED ROTARY WING AIRCRAFT INTO THE AFGHAN NATIONAL SECURITY FORCES FLEET.
