Inserted: The amount authorized to be appropriated for fiscal year 2014 by section 1504 and available for Operation and Maintenance for Overseas Contingency Operations for the Afghanistan Security Forces Fund for the Ministry of Defense for equipment and transportation, as specified in the funding table in section 4302, is hereby reduced by $345,000,000, with the amount of the reduction to be applied to amounts otherwise so available for rotary wing aircraft.

Mr. BLUMENTHAL (for himself and Mr. Moran) submitted an amendment intended to be proposed by him to the bill S. 1197, to authorize appropriations for fiscal year 2014 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows:

SEC. 1522. REDUCTION IN FUNDING AVAILABLE FOR AFGHANISTAN SECURITY FORCES FUND FOR ROTARY WING AIRCRAFT.
The amount authorized to be appropriated for fiscal year 2014 by section 1504 and available for Operation and Maintenance for Overseas Contingency Operations for the Afghanistan Security Forces Fund for the Ministry of Defense for equipment and transportation, as specified in the funding table in section 4302, is hereby reduced by $345,000,000, with the amount of the reduction to be applied to amounts otherwise so available for rotary wing aircraft.
