Inserted: Not later than 60 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report setting forth the following:
Inserted: (1) An assessment whether the Science, Mathematics and Research for Transformation (SMART) scholarship program, and related scholarship and fellowship programs within the Department of Defense, are providing the necessary number of undergraduate and graduate students in the fields of science, technology, engineer, and mathematics to address the recommendations contained in the report of the Commission on Research and Development in the United States Intelligence Community.
Inserted: (2) Recommendations for improvements to the programs referred to in paragraph (1) to better address the recommendations described in that paragraph.

Mr. COONS (for himself and Mr. Booker) submitted an amendment intended to be proposed by him to the bill S. 1197, to authorize appropriations for fiscal year 2014 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows:
At the end of subtitle D of title II, add the following:
SEC. 252. REPORT ON SCIENCE, MATHEMATICS AND RESEARCH FOR TRANSFORMATION SCHOLARSHIP PROGRAM AND RELATED PROGRAMS.
