The Secretary of Defense may immediately transfer up to $4,500,000 from amounts appropriated or otherwise made available for operation and maintenance for Defense-wide activities to the Postal Service Fund for purposes of implementing the modernization of the United States Postal Services's mail delivery system to improve the delivery of absentee ballots to military personnel serving outside the United States.

Inserted: (a) Revision.--Section 365(a) of the National Defense Authorization Act for Fiscal Year 2013 (Public Law 112-239; 126 Stat.1705) is amended--
Inserted: (1) by striking "shall be compensated" and inserting "may be compensated";
Inserted: (2) by striking "equal to" and inserting "not to exceed"; and
Inserted: (3) by striking "annual rate of basic pay prescribed for level IV of the Executive Schedule under section 5315 of title 5, United States Code," and inserting "annual rate of $155,400".
Inserted: (b) Effective Date.--The amendments made by subsection (a) shall apply with respect to compensation for a duty performed on or after April 2, 2013.

Mr. LEVIN submitted an amendment intended to be proposed by him to the bill S. 1197, to authorize appropriations for fiscal year 2014 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows:

SEC. 353. REVISION OF COMPENSATION OF MEMBERS OF THE NATIONAL COMMISSION ON THE STRUCTURE OF THE AIR FORCE.
(a) Revision.--Section 365(a) of the National Defense Authorization Act for Fiscal Year 2013 (Public Law 112-239; 126 Stat.1705) is amended--
(1) by striking “shall be compensated” and inserting “may be compensated”;
(2) by striking “equal to” and inserting “not to exceed”; and
