1. Adds SEC. 1046. SENSE OF CONGRESS ON FURTHER NUCLEAR ARMS REDUCTIONS WITH THE RUSSIAN FEDERATION at the end of subtitle E of title X

   (b) Report Required.--Not later than 180 days after the date of the enactment of this Act, the Secretary shall submit to the congressional defense committees a report on the feasibility and advisability of preserving intercontinental ballistic missile silos in operational or warm status.

   Inserted: SEC. 1046. SENSE OF CONGRESS ON FURTHER NUCLEAR ARMS REDUCTIONS WITH THE RUSSIAN FEDERATION.

   Inserted: It is the sense of Congress that, if the United States seeks further nuclear arms reductions with the Russian Federation, below the levels of the New START Treaty, such reductions--

   Inserted: (1) should be pursued through mutual negotiated agreement with the Russian Federation;

   Inserted: (2) should be verifiable;

   Inserted: (3) should be made pursuant to the treaty-making power of the President as set forth in Article II, section 2, clause 2 of the Constitution of the United States; and

   Inserted: (4) should take into account the full range of nuclear weapons capabilities that threaten the United States, its forward-deployed forces, and its allies, including non-strategic nuclear weapons.
