1. Adds SEC. 1082. HUBZONES at the end of subtitle H of title X

   Adds a section

   (e) Date for Submittal of Comptroller General of the United States Report.--Subsection (d) of such section is amended by striking "December 30, 2013" and inserting "December 31, 2014".

   Inserted: SEC. 1082. HUBZONES.

   Inserted: (a) In General.--Section 3(p)(5)(A)(i)(I) of the Small Business Act (15 U.S.C. 632(p)(5)(A)(i)(I)) is amended--

   Inserted: (1) in item (aa), by striking "or" at the end;

   Inserted: (2) by redesignating item (bb) as item (cc); and

   Inserted: (3) by inserting after item (aa) the following:

   Inserted: "(bb) pursuant to subparagraph (A), (B), (C), (D), or (E) of paragraph (3), that its principal office is located in a HUBZone described in paragraph (1)(E) (relating to base closure areas) (in this item referred to as the 'base closure HUBZone'), and that not fewer than 35 percent of its employees reside in--

   Inserted: "(AA) a HUBZone;

   Inserted: "(BB) the census tract in which the base closure HUBZone is wholly contained;

   Inserted: "(CC) a census tract the boundaries of which intersect the boundaries of the base closure HUBZone; or

   Inserted: "(DD) a census tract the boundaries of which are contiguous to a census tract described in subitem (BB) or (CC); or".

   Inserted: (b) Base Closure Areas.--

   Inserted: (1) Definition.--In this subsection--

   Inserted: (A) the terms "Administration" and "Administrator" mean the Small Business Administration and the Administrator thereof, respectively;

   Inserted: (B) the terms "base closure area", "HUBZone", and "HUBZone small business concern" have the meanings given those terms under section 3(p) of the Small Business Act (15 U.S.C. 632(p)); and

   Inserted: (C) the term "covered HUBZone area" means an area that--

   Inserted: (i) is a base closure area;

   Inserted: (ii) on or after the date of enactment of this Act is treated as a HUBZone for purposes of the Small Business Act (15 U.S.C. 631 et seq.) pursuant to--

   Inserted: (I) section 152(a)(2) of title I of division K of the Consolidated Appropriations Act, 2005 (15 U.S.C. 632 note); or

   Inserted: (II) section 1698(b) of National Defense Authorization Act for Fiscal Year 2013 (15 U.S.C. 632 note);

   Inserted: (iii) after the date of enactment of this Act, ceases to be treated as a HUBZone under the applicable provision of law described in clause (ii); and

   Inserted: (iv) qualifies as a HUBZone under subparagraph (A), (B), (C), or (D) of section 3(p)(1) of the Small Business Act (15 U.S.C. 632(p)(1)).

   Inserted: (2) Qualified hubzone small business concerns.--A HUBZone small business concern shall be qualified for purposes of the Small Business Act (15 U.S.C. 631 et seq.) if the HUBZone small business concern has certified in writing to the Administrator (or the Administrator otherwise determines, based on information submitted to the Administrator by the HUBZone small business concern, or based on certification procedures, which shall be established by the Administration by regulation) that--

   Inserted: (A) it is a HUBZone small business concern pursuant to subparagraph (A), (B), (C), (D), or (E) of section 3(p)(3) of the Small Business Act (15 U.S.C. 632(p)(3));

   Inserted: (B) its principal office is located in a covered HUBZone area; and

   Inserted: (C) not fewer than 35 percent of its employees reside in--

   Inserted: (i) a HUBZone;

   Inserted: (ii) the census tract in which the covered HUBZone area is wholly contained;

   Inserted: (iii) a census tract the boundaries of which intersect the boundaries of the covered HUBZone area; or

   Inserted: (iv) a census tract the boundaries of which are contiguous to a census tract described in clause (ii) or (iii).
