   Inserted: (a) In General.--Not later than 450 days after the date of the enactment of this Act, and not later than September 30 each year thereafter for two years, the Secretary of Veterans Affairs shall submit to the Committee on Veterans' Affairs of the Senate and the Committee on Veterans' Affairs of the House of Representatives a report on the program described in subsection (b).

   Inserted: (b) Program Described.--The program described in this subsection is the program carried out by the Veterans Health Administration that offers veterans access to non-Department of Veterans Affairs inpatient specialty care, outpatient specialty care, mental health care, limited emergency care, and limited newborn care, commonly known as the "Patient-Centered Community Care Program".

   Inserted: (c) Elements.--Each report submitted under subsection (a) shall include the following:

   Inserted: (1) A description of the specific factors used by the Department to determine the use of the program described in subsection (b) by facilities of the Department.

   Inserted: (2) An analysis of the 10 health care services most frequently provided through the program and any recommendations by the Secretary to expand access to such services at facilities of the Department.

   Inserted: (3) An analysis of the quality of care provided through the program, including feedback from health care providers.

   Inserted: (4) An analysis of whether required medical documentation from health care providers participating in the program is provided to the Department in a timely and comprehensive manner for inclusion in the electronic health records of veterans.

   Inserted: (5) An analysis of the timeliness of payments made by the Department to health care providers for services provided through the program.

   Inserted: (6) A description of the specific factors used by the Department in determining if a veteran is eligible for care through non-Department providers, including such care that is not provided through the program.

   Inserted: (7) A description of the impact of the program on veterans participating in the program, including--

   Inserted: (A) the average increase or reduction in any travel required by such veterans for care;

   Inserted: (B) the average increase or reduction in wait-times by such veterans for care; and

   Inserted: (C) an analysis of the satisfaction of such veterans with the program.

   Inserted: (8) In response to information compiled or analyses conducted under paragraphs (1) through (7), a description of any proposed mechanisms--

   Inserted: (A) to reduce travel required by veterans to receive care;

   Inserted: (B) to reduce wait-times for veterans receiving care; or

   Inserted: (C) to increase the quality of care received by veterans.

   Inserted: (d) Effective Date.--This section shall take effect on the date that is one year after the date of the enactment of this Act.
