Inserted: (a) In General.--Section 3(c) of the Natural Gas Act (15 U.S.C. 717b(c)) is amended--
Inserted: (1) by striking "(c) For purposes" and inserting the following:
Inserted: "(c) Expedited Application and Approval Process.--
Inserted: "(1) Definition of world trade organization member country.--In this subsection, the term 'World Trade Organization member country' has the meaning given the term 'WTO member country' in section 2 of the Uruguay Round Agreements Act (19 U.S.C. 3501).
Inserted: "(2) Expedited application and approval process.--For purposes"; and
Inserted: (2) in paragraph (2) (as so designated), by striking "nation with which there is in effect a free trade agreement requiring national treatment for trade in natural gas" and inserting "World Trade Organization member country".
Inserted: (b) Effective Date.--The amendments made by subsection (a) shall apply to applications for the authorization to export natural gas under section 3 of the Natural Gas Act (15 U.S.C. 717b) that are pending on, or filed on or after, the date of enactment of this Act.

Mr. BARRASSO (for himself, Mr. Cornyn, Mr. Hoeven, Mr. Inhofe, and Ms. Murkowski) submitted an amendment intended to be proposed by him to the bill S. 2262, to promote energy savings in residential buildings and industry, and for other purposes; which was ordered to lie on the table; as follows:
At the appropriate place, insert the following:
SEC. ___. NATURAL GAS EXPORTS.
(a) In General.--Section 3(c) of the Natural Gas Act (15 U.S.C. 717b(c)) is amended--
(1) by striking “(c) For purposes” and inserting the following:
“(c) Expedited Application and Approval Process.--
