To expedite emergency feed assistance that is needed to address emergency drought conditions in any State, the Secretary of Agriculture shall complete all requirements under the National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.) and the Endangered Species Act of 1973 (16 U.S.C. 1531 et seq.) that are necessary to make emergency haying and grazing decisions on acres enrolled under a contract for the conservation reserve program established under subchapter B of chapter 1 of subtitle D of title XII of the Food Security Act of 1985 (16 U.S.C. 3831 et seq.) in a State, not later than 30 days after receiving such a request at the end of title VII of division ____
