(d) Limitation on Authority.--Section 11 of the National Fish and Wildlife Foundation Establishment Act (16 U.S.C. 3710) is amended by inserting "exclusive" before "authority".
Inserted: SEC. 2__. USE OF FUNDS TO ACQUIRE WATERFOWL PRODUCTION AREAS IN PRAIRIE POTHOLE REGION.
Inserted: Section 4(b)(3) of the Act of March 16, 1934 (48 Stat. 451, chapter 71; 16 U.S.C. 718d(b)(3)) is amended in the first sentence by inserting before the period at the end the following: ", except that not less than 6 percent, and not more than 40 percent, of funds made available to carry out this paragraph for each fiscal year shall be used to acquire Waterfowl Production Areas in each State of the Prairie Pothole Region (as defined in section 1467.3 of title 7, Code of Federal Regulations (as in effect on the date of enactment of the Waterfowl Protection Act of 2014))".

SA 3512. Mr. HARKIN (for himself and Mr. Grassley) submitted an amendment intended to be proposed by him to the bill S. 2363, to protect and enhance opportunities for recreational hunting, fishing, and shooting, and for other purposes; which was ordered to lie on the table; as follows:
At the end of title II, add the following:
SEC. 2__. USE OF FUNDS TO ACQUIRE WATERFOWL PRODUCTION AREAS IN PRAIRIE POTHOLE REGION.
Section 4(b)(3) of the Act of March 16, 1934 (48 Stat. 451, chapter 71; 16 U.S.C. 718d(b)(3)) is amended in the first sentence by inserting before the period at the end the following: “, except that not less than 6 percent, and not more than 40 percent, of funds made available to carry out this paragraph for each fiscal year shall be used to acquire Waterfowl Production Areas in each State of the Prairie Pothole Region (as defined in section 1467.3 of title 7, Code of Federal Regulations (as in effect on the date of enactment of the Waterfowl Protection Act of 2014))”.
