Inserted: Not later than 90 days after the date of the enactment of this Act, the Secretary of the Army shall submit to the congressional defense committees a report on the analysis, plans, and recommendations of the Army on means by which the operational costs associated with the Joint Systems Manufacturing Center could be equitably applied for long-term sustainability of that facility. The report may include such recommendations for legislative or administrative action as the Secretary considers appropriate to implement any plans and recommendations set forth in the report.

Mr. PORTMAN submitted an amendment intended to be proposed by him to the bill S. 2410, to authorize appropriations for fiscal year 2015 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows:

SEC. 1069. REPORT ON REINVESTMENT OF OPERATIONAL COSTS OF THE JOINT SYSTEMS MANUFACTURING CENTER.
